The post-merger HPE Networking playbook — what Aruba and Juniper together mean for Indian data centre buyers
For roughly the last decade, if you were an Indian enterprise renewing your data centre network, the shortlist looked the same as it did in 2015. You bought Cisco, or you strongly considered Cisco and then bought Cisco anyway. The nominal alternatives — HPE Aruba, standalone Juniper, Arista, occasionally Dell — each had a real story in some slice of the estate, but nobody put together a full DC-plus-campus-plus-branch-plus-AI-fabric stack that a large mid-market or enterprise buyer could bake off head-to-head against Cisco without wincing at the gaps. HPE's $14B acquisition of Juniper, closed on 2 July 2025, changes that. The two portfolios turn out to complement each other almost perfectly — Aruba's campus, wireless, SD-WAN, and distributed-services-switch strength plugs directly into Juniper's data centre, service-provider routing, AI-native operations, and intent-based fabric strength — and what emerges under the HPE Networking brand is, for the first time in a long time, a real second option. This post is the buyer-side read: what the combined portfolio actually looks like, how HPE is handling the places where the two brands overlap, where the combined stack is genuinely credible against Cisco today, where it still isn't, and what an Indian enterprise about to sign a Nexus 9K refresh in the next six months should actually do about it.

The mechanics of the deal are worth walking through because the shape of the transaction — and specifically the DOJ settlement HPE had to accept to close it — is what determines the shape of the combined portfolio you'll be buying from in 2026 and beyond. This is not one of those acquisitions where the acquiring company can pretend nothing has changed structurally about their offerings; the concessions HPE made to the US Department of Justice are load-bearing to the story.
Deal announced
HPE announces it will acquire Juniper Networks for $40.00 per share in cash — approximately $14 billion enterprise value. Framed as a play to build a "cloud-native and AI-driven IT portfolio" doubling HPE's networking business.
Juniper shareholders approve
Standard shareholder vote. Deal proceeds to regulatory review — the phase that turned out to take fourteen months longer than either company had hoped.
US DOJ files antitrust complaint
Justice Department sues to block the merger on anti-competitive grounds — specifically concerned about consolidation in the enterprise WLAN market where HPE Aruba and Juniper Mist are two of the three largest vendors (with Cisco). This is the moment the deal looked like it might not close at all.
DOJ settlement reached
HPE avoids trial by agreeing to two remedies: (a) divest the Instant On SMB wireless business, and (b) license the Mist AIOps source code to a third party as a competitive check. The Mist licensing condition is the more consequential of the two for enterprise buyers — it means the AIOps engine that defines the differentiated part of Juniper's networking play is now available to competitors as well.
Deal closes
Merger completes. Rami Rahim, Juniper's CEO of the previous decade, becomes EVP, President and General Manager of the combined HPE Networking business — which now formally encompasses both the "HPE Aruba Networking" and "HPE Juniper Networking" product families.
Integration and joint roadmap
Combined AI-teams merged into a single data-sciences group. Marvis AI announced as extending into Aruba Central. Juniper QFX line branded as HPE's flagship for AI data centre switching, managed via HPE Apstra Networking Data Center Director. Unified partner programme (HPE Partner Ready Vantage) consolidates from 1 November 2026.
Why the DOJ conditions matter to you as a buyer. The Mist AIOps source-code licence to a third party is unusual. It means that even though HPE now owns the differentiated AI-native networking engine that made Juniper interesting as an acquisition, that engine's core code is also being made available to a competitor as a competitive check. For enterprise buyers, that's a good thing on two counts: it makes future competitive dynamics healthier, and it slightly reduces vendor-lock-in concern around the Mist / Marvis stack specifically.
The complementary portfolioWhere Aruba is strong, where Juniper is strong, and how they fit together
The reason the merger is more than just a scale play is that Aruba and Juniper historically covered almost complementary parts of the enterprise-network stack. Aruba's centre of gravity was campus, wireless, branch, and SD-WAN; Juniper's centre of gravity was the data centre, service-provider routing, and AI-native operations. Where they overlapped — campus switching (Aruba CX vs Juniper EX), wireless (Aruba APs vs Juniper Mist APs), management (Aruba Central vs Mist / Marvis) — the overlap was real but manageable. The result: the merged HPE Networking portfolio, read layer by layer, is genuinely more than the sum of the parts.
Where Aruba earned its reputation
- Campus switching — Aruba CX (AOS-CX) is a genuinely modern NOS with a clean CLI and full-programmability story. Deep install base across Indian mid-market and enterprise campus.
- Wireless — Aruba access points are consistently competitive with Cisco Meraki on both feature completeness and cloud-managed operations via Aruba Central.
- SD-WAN and branch — Aruba EdgeConnect (from the Silver Peak acquisition) is a top-tier SD-WAN platform, seven-time Gartner Magic Quadrant Leader in the category.
- Distributed services at the ToR — the Aruba CX 10000 with the AMD Pensando DPU is genuinely one-of-a-kind: 48 × 10/25G plus 6 × 40/100G uplinks with an on-switch DPU running stateful firewall, encryption, NAT, load-balancing, and telemetry at wire speed. Nothing else on the market ships this exact shape.
- SSE — Aruba SSE (from the Axis Security acquisition) rounds out a SASE story that competes credibly with Zscaler and Netskope for existing Aruba-fabric customers.
- Aruba Fabric Composer — network + policy management for CX including distributed-firewall policies on the CX 10000. Mature, working, in production at scale.
Where Juniper earned its reputation
- Data-centre switching at scale — the QFX line, including the QFX5250 built on Broadcom's Tomahawk 6 silicon delivering 102.4 Tbps switching throughput. This is the platform HPE has positioned as its flagship for AI data centre fabrics.
- Service-provider routing — MX and PTX at Tier-1 telco scale. HPE now inherits a routing portfolio it fundamentally didn't have before, opening doors in Indian telco and large-enterprise WAN.
- Junos OS — arguably the industry's most respected network operating system for reliability, feature depth, and consistent syntax across the entire product range.
- AI-native networking (Marvis) — the Mist / Marvis AI stack was Juniper's most-differentiated capability. Conversational-AI-assisted network operations, cross-vendor insights, and proactive-remediation actions that have been in production across large enterprise deployments for years.
- Apstra intent-based DC networking — the intent-based fabric design and validation tool from Apstra (acquired 2021) that Juniper turned into a data-centre operations platform. Now branded HPE Apstra Networking Data Center Director as the unified DC fabric-management name.
- Open standards positioning — Juniper has historically been the loudest voice in the industry for merchant silicon and open standards (against Cisco's Silicon One / ACI walled garden). The QFX5250's UALink support fits this pattern for AI-cluster interconnect.
The stack, layer by layer, after the merger
Here's how the combined portfolio maps out when you look at it end-to-end across the enterprise-network stack. The right-most column is the "what actually happens in a real deployment" read — which brand you're buying at that layer, and what the future-state trajectory looks like.

The one honest gap. The place where the merged portfolio still doesn't line up cleanly is management-UI consolidation. Aruba Central for campus/branch/SD-WAN, HPE Apstra Networking Data Center Director for large-DC fabric, Aruba Fabric Composer for CX-including-DSS policy, Mist dashboard for Marvis-native workflows — that's four consoles a customer with the full stack could end up looking at. HPE's public messaging is that the underlying AI engine (Marvis) unifies across these, but the operator experience of "one pane of glass" is still a work-in-progress. Ask your account team specifically about the console consolidation roadmap during your evaluation.
The integration approachTake the best of each — not rip-and-replace
The most important thing to understand about the post-merger portfolio strategy is what HPE has explicitly said they are not doing: they are not consolidating overlapping products by killing one of the two overlapping SKUs. The stated approach — and what public commentary from HPE Discover 2026 has confirmed — is to take the strongest functionality from each platform and make it available on the other, rather than force customers into a single winner-take-all product decision. This matters enormously for anyone with an existing Aruba or Juniper investment: you're not being told "your existing kit is on a 2-year runway to EOL." You're being told "your existing kit continues, and the roadmap you were expecting is going to get better because it now gets to draw on capabilities from the other portfolio too."
The concrete manifestations of this approach so far — announcements from HPE Discover 2026 in Las Vegas in June:
- Marvis AI extending to Aruba Central. The Mist / Marvis conversational AI engine that made Juniper's wireless story differentiated is being brought across to the Aruba Central management console. Aruba customers don't have to migrate to Mist; they get the AI engine inside the console they already use.
- Juniper QFX branded as HPE's flagship AI-DC switching. The QFX line — specifically the new QFX5250 built on Broadcom's Tomahawk 6 silicon at 102.4 Tbps throughput — is now positioned as the platform for AI data centre fabric under the HPE Networking brand. Aruba CX 8000/9000 continues for mid-scale DC where its policy story and cost profile fit better.
- Aruba CX 10000 with Pensando DPU stays as-is. The distributed-services-switch is genuinely unique — nothing in the Juniper line-up overlaps with it — so it continues unchanged and remains a differentiator against both Cisco and Arista in the ToR-firewall-consolidation conversation.
- Apstra Data Center Director as the DC-fabric management flagship. Rebranded HPE Apstra Networking Data Center Director, this is now HPE's headline story for intent-based data-centre operations. Aruba Fabric Composer continues, particularly for CX 10000 policy management, but Apstra is where the strategic investment is going.
- Unified data-sciences team. The Aruba AIOps team and the Juniper Mist / Marvis team have been merged into a single data-sciences organisation. Framework and models converge over time; product-side interfaces don't have to.
- HPE Partner Ready Vantage consolidating from 1 November 2026. The former Aruba and Juniper partner programmes fold into a single HPE partner programme. Partners like Ogma who carried Aruba historically now access the full portfolio including Juniper products under one commercial relationship.
The Cisco questionWhere HPE Networking is genuinely credible today — and where it still isn't
The single question that matters for most Indian enterprise buyers is this: is the merged HPE Networking business finally a credible enough alternative to Cisco that we should actually run a competitive bake-off rather than just going Cisco by default? The honest answer is: yes in most layers, no in a few, and it depends on where the specific pain in your current environment is. Layer-by-layer verdict below — treat the "wins" and "loses" tags as relative competitive posture, not absolute product judgment.
AI data-centre fabric
Marvis conversational AIOps + Apstra intent-based DC + Juniper QFX on Tomahawk 6 + open UALink support = the most coherent AI-DC networking pitch on the market right now. Cisco's story here (Silicon One + Nexus AI-optimised) is credible but younger.
AIOps / conversational network ops
Marvis has years of production runtime at scale. Cisco's equivalent narrative (ThousandEyes + AppDynamics + Nexus Cloud AI) is more assembly than product. This is a real differentiator today.
Distributed services at ToR
Aruba CX 10000 with Pensando DPU has no direct Cisco Nexus equivalent. If your DC-firewall consolidation is a real project, this is a compelling architecture no one else ships.
Campus switching + wireless
Aruba CX + Aruba APs vs Cisco Catalyst 9K + Meraki is competitive on both sides. Comes down to management preference (Aruba Central vs Meraki dashboard) and existing installed base. HPE has closed the gap; hasn't overtaken.
SD-WAN and branch
Aruba EdgeConnect vs Cisco Meraki SD-WAN vs Cisco Catalyst SD-WAN (Viptela): EdgeConnect is a genuinely strong platform, seven-time Gartner MQ Leader. Meraki wins on cloud-managed simplicity for smaller estates. Viptela is fading.
Enterprise / core routing
Juniper MX / PTX vs Cisco ASR / NCS: Juniper's platform depth is real, install base at Indian telcos is real. Cisco still wins many bake-offs on integrator familiarity and NCS ecosystem breadth.
ACI ecosystem depth
Cisco ACI has more than a decade of production install-base and a very deep integration ecosystem (F5, security vendors, monitoring, third-party controllers). Apstra is a strong intent-based-networking product but the surrounding ecosystem is thinner.
Network-application observability
Cisco ThousandEyes at end-to-end path visibility is genuinely category-defining and HPE doesn't have a direct equivalent. If you've bought ThousandEyes and it's load-bearing, you don't have a like-for-like replacement in the HPE stack.
Install-base gravity
Cisco is in most Indian enterprise DCs and campuses today. Displacement takes will, budget, and pain. HPE Networking gives you a reason; it doesn't remove the switching cost.
Refresh timingWhat to do depends on when your next DC refresh actually lands
The merger closed on 2 July 2025 and full integration is still very much in flight. What you should actually do about it depends on where your next data-centre or campus refresh falls on the calendar. Three scenarios below cover the majority of Indian enterprise cases we see.
Bake it off, but demand roadmap commitments in the SOW
The HPE Networking side just got a lot more credible as a bid; you owe it to your capex to run at least one real competitive bake-off cycle rather than rubber-stamping Cisco. Caveat: some integration roadmap questions (Apstra + Fabric Composer future, Marvis UI consolidation, DC-fabric console unification) are still open. Ask HPE to commit specific dates and specific migration guarantees in the statement of work for anything you're depending on, and price in the risk of a slow answer. Cisco's counter-offer will probably improve materially just because the bake-off exists.
Sweet spot — run a serious bake-off
By late 2026 through 2027, the unified partner programme will have been operating for a year, portfolio decisions will be clearer, the AI-networking story will have matured through more customer deployments, and the console-consolidation trajectory will be visible. This is genuinely the best window to run a full head-to-head evaluation. If Cisco is your incumbent, treat the RFI you write in this window as a real strategic decision, not a compliance exercise. If HPE-Aruba is your incumbent, you now have material more ammunition to negotiate hard on the Cisco side and to widen your platform choices for the new refresh.
Skip the noise for now; revisit in 2027
If your DC and campus refresh isn't due for another two-plus years, don't burn cycles on the vendor politics right now. The merger integration will have fully played out by 2027; both platforms' 5-year roadmaps will be visible; the console-consolidation story will be resolved one way or the other. Keep a watching brief, note the announcements at HPE Discover and Cisco Live over the next two cycles, and start bake-off planning about 18 months before your actual refresh window.
Practical pathsMigration shapes if you're actually moving off Cisco
The good news for anyone contemplating a Cisco-to-HPE-Networking migration: the fundamental fabric architecture doesn't change. EVPN-VXLAN is the standard leaf-spine protocol both stacks speak natively, so moving from a Cisco Nexus fabric to a Juniper QFX fabric doesn't require an architectural rethink — it's a hardware and management-plane swap on top of the same overlay design. Below, the specific migration shapes that come up most often, and the honest read on how painful each one actually is.
Cisco Nexus 9K → Juniper QFX
EVPN-VXLAN is the standard fabric protocol on both; architectural design carries over. The bigger swap is management-plane: ACI intent constructs and Apstra intent constructs are different in specifics but same in shape. Plan 3–6 months for architecture-mapping and phased fabric cut-over. Existing operator team needs Apstra training; net operational skill investment is similar to what an ACI shop already invested in learning ACI.
Cisco Catalyst 9K → Aruba CX 8000/9000
Well-worn path. AOS-CX is a clean, modern NOS; feature parity with Catalyst for the vast majority of campus use cases; Aruba Central management is a familiar cloud-managed experience for teams used to Meraki. Standard campus-refresh mechanics apply.
Cisco Meraki → Aruba Central or HPE Mist
Cloud-managed to cloud-managed. Both Aruba Central and Mist are mature cloud-managed platforms; user experience is broadly comparable. Practical friction is site-by-site claim / adopt, not architecture.
Cisco SD-WAN (Viptela) → Aruba EdgeConnect
Painful because Viptela's overlay design (vSmart / vBond / vManage split) is Cisco-specific — you're not just changing appliances, you're changing the whole SD-WAN control-plane model. Plan for parallel-run of both fabrics through the migration window with careful site-by-site cutover; don't try to flash-cut. That said, most Viptela shops we see are already unhappy with the platform, so there's motivation.
Firewall / security (usually stays separate from the switching decision)
Cisco Firepower vs Fortinet vs Palo Alto vs Check Point is a separate decision-tree from switching. Most Indian enterprise DC-firewall estates are Fortinet or Palo Alto rather than Cisco. If you're on Firepower and unhappy, that's a separate conversation (usually toward Fortinet, occasionally Palo). Don't tangle the switching-refresh conversation with the firewall-refresh conversation unless you're deliberately consolidating vendors.

Will HPE eventually kill Aruba CX in favour of Juniper QFX (or vice versa)?
Based on HPE's public messaging through HPE Discover 2026, the answer is no. The strategy is "take the strongest functionality from each and make it available on the other" — meaning both Aruba CX and Juniper QFX continue as first-class product lines under the HPE Networking brand. Aruba CX 8000/9000 remains the campus-first and mid-scale DC choice; Juniper QFX (particularly the QFX5250 on Tomahawk 6) is positioned as the flagship for large-scale and AI data-centre fabrics. Both lines have committed roadmaps. If you're on either today, your investment isn't stranded.
What actually happens to Aruba Central vs Juniper Mist? Do I have to migrate?
Neither. Aruba Central continues as the campus / wireless / branch management console for the Aruba side. Mist continues as the AI-native console for Juniper wireless and Marvis-native workflows. What's happening under the hood is that the Marvis AI engine — the conversational AI assistant that was Mist's differentiator — is being extended into Aruba Central so Aruba customers get the AI capability inside the console they already use. Over time the console experiences will converge but neither is being deprecated in the near-term.
Is the DOJ-mandated Mist AIOps source-code license going to weaken the product?
Unlikely to have a meaningful impact on HPE's own product. The licence obligation is a competitive-remedy structure — a third party (identified as the recipient in the DOJ settlement documents) gets access to the source code as a competitive check. HPE continues to own, develop, and ship Marvis in its own products. The licence doesn't create an obligation to hand over future updates or feature work. For enterprise buyers, the practical implication is neutral-to-positive: reduced vendor-lock-in exposure on the AIOps engine, no direct product degradation.
How does Apstra actually compare to Cisco ACI in a real bake-off?
Different design philosophies. ACI is a fully integrated policy fabric with a very deep ecosystem (F5 SLB, security-vendor integrations, third-party orchestration, monitoring tools) built up over more than a decade of production install-base. Apstra takes an intent-based, multi-vendor approach — you design your fabric intent, Apstra generates and validates the configuration, and it can operate across not just Juniper but Cisco and Arista hardware too. On feature depth for pure intent-based operations Apstra is arguably ahead; on ecosystem breadth ACI is definitively ahead. Which matters more depends entirely on how much of your existing operations depend on ACI-ecosystem integrations you'd need to rebuild.
What's the story with UALink and why does it matter?
UALink (Ultra Accelerator Link) is an open standard for accelerator-to-accelerator interconnect in AI-cluster deployments — the fabric that connects GPUs within and across servers in a training or inference cluster. It's led by an open consortium (AMD, Intel, Meta, Microsoft, HPE, Cisco, Google, Broadcom) and is positioned as an alternative to NVIDIA's proprietary NVLink for non-NVIDIA-only deployments. Juniper's new QFX data-centre switches support UALink out of the box. For AI-cluster networking specifically, this is a signal that HPE is committing to open-standards interconnect rather than proprietary lock-in — meaningful if you're building GPU clusters with mixed accelerator hardware.
My integrator is Cisco-first. Is HPE Networking well-supported in India post-merger?
The Indian partner ecosystem for HPE-Aruba has been mature for years. Juniper had a smaller but experienced partner footprint focused on service-provider and large-enterprise DC. HPE Partner Ready Vantage consolidates the two networks from 1 November 2026, which will substantially broaden the partner base that can sell and support the full portfolio. Practical implication: by end of 2026, most partners with a real networking practice in India will be able to bake off both HPE and Cisco competently. Between now and then, some partners are Aruba-strong and Juniper-weak (or vice versa) — worth asking during evaluation which side of the merged portfolio your prospective partner actually knows in depth.
Does Aruba EdgeConnect really compete with Cisco Meraki SD-WAN? They feel like different products.
They target overlapping use cases but with different architectural bias. Meraki SD-WAN emphasises cloud-managed simplicity and integrates deeply with the rest of the Meraki stack (wireless, switching, security). EdgeConnect emphasises WAN-optimisation heritage (from the Silver Peak acquisition) — tunnel-bonding, application-aware path selection, sophisticated forward-error-correction for lossy links, integrated NGFW at the branch. For estates with lots of branch sites over challenging WAN (India-typical), EdgeConnect's WAN-optimisation depth usually wins bake-offs. For estates with simpler branches over reasonable-quality WAN, Meraki's ease-of-deployment often wins.
What does this mean for existing Ogma customers on Aruba?
Practically: nothing changes for the existing kit. AOS-CX, Aruba Central, EdgeConnect, and Aruba SSE all continue with committed roadmaps under the HPE Networking brand. What changes is the range of products we can bring into your evaluations — as of the Partner Ready Vantage transition, Juniper QFX, Apstra, MX/PTX routing, and Marvis-based AIOps are all available through the same commercial relationship. If a DC-refresh or AI-cluster fabric conversation comes up, we now have a much broader set of options to bring to the table rather than partnering-out to a third party.
